Video upload failed, it won't upload past 4%

For the past few days I have been trying to upload a video into a product listing and it uploads to 4% then says it failed to upload. My video is under 1 minute and under 150mb and is good quality, I am not sure why it keeps doing this.
Has anyone else been having this issue or know a way to fix this?

@illuminationz-1 Make sure there is not a file format issue:
- The video should be .mp4 or .mov

I recommend clearing your browser history. Try another browser.
If you still have problems then report the technical issue to customer service.
1. Select Chat with automated assistant on the left hand side of this page:

Then in the chat box on the lower right of the linked page type AGENT to talk to a live eBay customer service agent or request a call back.
If you are using a cell phone turn off the spam filter or it may block the call back
Select Contact US then type AGENT in the chat box on the lower right corner.
If you are located outside of US or Canada then you will need to use the Chat option or Social Media
2. Or you can also contact customer service by sending a private message on social media. You leave a message and an eBay employee will get back to you as soon as possible. To speed things up you can leave your registered account information in the PRIVATE message: Full name, address, phone number, email address, user ID, and a brief explanation of your problem.
