User using multiple accounts continues to try to buy from me after blocking him. How can I report?

I have a user who bought an item from me last year and claimed it was never delivered, but USPS shows it was. I checked his feedback and he had done this to several others. He then made his feedback private so others couldn't see his history of fraud. He created another user name and ordered the same item from me again in Feb. I cancelled his order and refunded his money. Today, 2 months later he left a negative feedback on my account. How can I report this guy? The automated help doesn't help in this situation.
