Used to sell frequently, cannot list now and can't update to be able to list

I don't have any holds or

 anything on my account. It allows me to save a draft but says I need to review the new terms to list. I try and do that and I get a weird error. I've done this on the app, browser and desktop and nothing is working. Any help?

Have you signed up for and been approved for Managed Payments, providing a checking account and the last 4 of your SSN?

Make sure the name you registered with on ebay matches exactly to the name on your checking account.  If you need to add a middle name or initial, do it in the first name space.  My ebay > Summary > Account > Personal information

Make sure you use a physical street address and not a P.O. Box.  You can use a P.O. Box as your SHIP FROM address.
