Why can't I open an unpaid item case forcing the buyer to pay for the item. I use to be able to do this on Ebay, it keeps buyer honest and paying for what they are obligated to do. Cancelling the sale is nothing but a total farce and waste of the sellers money and time.

You cannot force the buyer to pay for the item, that has never been possible.

If it's been more than 4 calendar days since the listing ended, cancel the order by selecting the Cancel order button and choosing Buyer hasn't paid in the drop down menu.

All unpaid items are recorded on a buyer's account. Buyers who have excessive unpaid items, or canceled transactions, may have limits imposed, or lose their buying privileges.
