Unhappy with a seller

I want to buy a Dior old sunglasses, the price is $60 and some dollars, but, the shipping price is also $60 and some dollars, I contacted the seller and she told me that eBay is making her to do it, if I want to buy her glasses she can "help me" $115.00 for the sunglasses and $15.00 dollars for shipping.

I don't have much experience in eBay, can someone tell me if she is telling me the truth?

Sellers are charged a final value fee on the total sale which is price of the item + shipping cost + tax. I have no idea what the seller is talking about, but if the choices are $60+$60 or $115+$15--take the $60+$60--cheaper.
