Hello.
I sold a smartphone that I made sure was unlocked from the carrier (Verizon). I explicitly said that I do not accept returns. I received a return request that said my phone is blocked because previous owned didn't pay their bill.
Am I required to refund this person?

Approve the return and do not refund until you get it back. Otherwise, since you state "no returns" you will lose both your item and the money.

Unless you sold the phone stating that it could not be used, this is not an unfair return request. Buyers have eBay's Money Back Guarantee for items that are not as described.
