Unable to log in to the background

When I enter the background, the system prompts:

Your account may have been accessed by a third party. In an effort to protect your account, we have put a temporary lock on bidding, selling and the ability to send messages to other eBay members until we can safely restore your account to you.

eBay does that if eBay has reason to think that someone else may be signing in to your account other than you.

If the message is from eBay, it should have a link to direct you to contact eBay and confirm your identity.
