Unable to list my item stays in Drafts

Every time I try to list my item, it goes to sign in. Once I sign in it goes to request a selling limit increase. I just want to list an item and have been able to do so for 3 days. HELP

It doesn't appear you have sold anything before this - have you gone through all the steps to sign up for a Seller account, and enroll in Managed Payments?
