Unable to generate return label

Says in return status but no way to generate a return label or actually talk to anyone at eBay.

If you don't see 'have us call you' right under the chat link, click chat.  Then at the bottom of the chat topics, click more, then click contact an agent.

Is the buyer (or seller if you are the buyer) in a different country?  If so, then a label can not be created through eBay.
