USPS not scanning and avoiding the tacking not uploaded in time

Hello,
I am new to eBay and have had some issues with my post office not scanning items at the drop off area from time to time. I have 100% positive feedback and am on the right track to having what I would consider a successful store. I achieved top rated seller status fairly quickly and would of course like to hold that status. However, if the tracking isn't 'uploaded in item' you can lose it. This includes when USPS doesn't scan the item. I have read many places that eBay will not make any exceptions for this. I currently have 2 items that were labeled and shipped on my end but werent scanned and are currently 2 days away from being dinged which will drop me below the standard for top rated seller. I was wondering, considering that eBay will not help you in any way with this, is there something I can do on my end to avoid it. Such as contacting the buyer and issuing a refund and canceling the orders? letting them know the circumstances of course. Would doing something like this by pass this stupid mechanism? I would prefer to take a couple of small monetary losses than lose the top rated seller status. Any ideas?
