I ñeed to speak with someone from eBay as I am the seller. The buyer bought in item and paid. I uploaded tracking number when order was shipped. USPS lost package so for packages lost by USPS the seller isn't responsible package is in the hands of carrier so why should my funds be on hold for other sells. The buyer needs to call the carrier and file a claim because the carrier lost package. Then u can't talk to anyone from eBay..like I need someone to call me ASAP about this as me being the seller.

Yes the seller is responsible to deliver the item to the buyer in the condition described.
You need to refund the buyer and file the claim with the Post office.

If the carrier lost the package and are issuing claim number then they are the responsible party form getting item replaced or refunded. The USPS would be responsible because how would be responsible for package that I don't have and the carrier has it. It doesn't make sense. The seller is not responsible because they already gave customer tracking number they no longer have package and carrier does so it's the carriers responsible to refund and produce claim..

What @rock.star told you is correct - you are responsible for your package until delivered in the condition listed. You agree to this when you list here - it is in the user agreement - see money back guarantee.
You must refund your buyer, then you open a claim with usps and that reimburses you. If your buyer has opened a not received claim, you want to refund them before eBay has to step in. If eBay has to force the refund, your fees will not be refunded and you will get an unresolved case on your seller performance.
