USPS item out for delivery but got stolen

Ive been back and forth with Ebay over this. The buyer chose the cheapest form of delivery without insurance.  The item was tracked all the way to "out for delivery" and then nothing. Buyer questioned and requested a refund but had also mentioned that they spoke with their mail carrier that said their truck was broken into. Buyer should understand it is a risk when you choose the cheapest way to have an item sent. Im thinking without insurance is like sending money in a ziploc bag versus sending it with insurance and getting buyer assurance either your money or item will be delivered. Now the buyer is insisting a refund yet it was tracked to being out for delivery. We have called Ebay twice now and was assured that since it was out for delivery that the package was in fact delivered even though it was not reported as being delivered. How as a seller do I get a right here where it is not my fault that the buyer wants to be cheap. Plus how do I know for sure they are not lying about the delivery. They did not report until after 5 days of it showing out for delivery. Im not believing this buyer and what I was told by Ebay at my first phone call about this incident that they believe it was in fact delivered. Any one else have a sticky issue like this?

Buyers don't need insurance they have ebays Money back guarantee. If the tracking number doesn't show delivery you will need to refund the buyer.

No, YOU should understand that if the package is not scanned at delivery, you are required to refund. Buyers don't need insurance. Insurance protects the seller, not the buyer. The seller protects the buyer.

Not sure why you don't believe the buyer. You can see the tracking yourself. If you want to take an extra step however, you are free to call the buyer's post office and speak with the carrier supervisor.

This is not a sticky issue. eBay's policy is very straightforward. If the package is not scanned as delivered, you owe the buyer a refund.

Unfortunately, it sounds like you were misinformed by eBay reps.
