Hopefully this will help others who may run into this scenario:
I had several listings for small, light weight items and offered both "USPS First Class Package" and "USPS Priority Mail" as shipping options. The "Shipping and payments" tab on all the listings showed the error message "Shipping cost cannot be calculated. Please enter a valid ZIP Code." and only offered "USPS Priority Mail" as an option. The "USPS First Class Package" was not displayed. After much head scratching I realized that I had bulk listed using the lightest package weight options which is "1 lb. or less". When I checked the "package weight & dimensions" options after creating the listings ebay had auto populated "16 oz" as the actual weight.
USPS First Class is limited to 12 oz maximum weight. So apparently ebay is smart enough to prevent that shipiing option from being displayed when the item weight exceeds 12 ounces. Unfortunately, it is not smart enough to prompt the seller with a clear error message either when creating the listing or afterwards.
Changing the listings to a custom weight below 12 ounces cleared the error message and allowed the First Class Package option to be displayed.
