UPS Tracking saying "signed for, left at dock"

I am the seller. The package was delivered UPS, and tracking info on UPS site is saying delivered, but I n ebays tracking page, it states item was signed for and left at dock. Package did not have signature required selected. And since it's not showing delivered , the funds are not being released to me. This is the 2nd time this has happened this week. And items were shipped to different buyers, in different states. But both are saying they were signed for and left at the dock? I can't get a response from either buyer, to confirm if they actually received the item. But UPS did send me proof of delivery on both items.
