I purchased an item from an international seller, and the money has cleared my bank account. However, the item has not shipped as of July 5 and I bought it on June 25. International shipping has never taken this long, and I've sent at least four messages, one the day I made the purchase, and have gotten no response. eBay won't step in because the ETA is July 27, but that's past the 30-day window when I can ask them to step in. But they also won't step in until after that date since it's the ETA. What do I do?

You cannot open an item not received case until the estimated delivery date passes. You have 30 days from that date to open a case.

I have rarely received an International item in 10 days. Only once or twice. Usually it's 2-3 weeks to 4-6 weeks.
If your items were received in 10-11 days it's because those sellers shipped in one day using an expedited method. Every listing has a delivery date. You can't open a dispute until then. Your delivery date must have been July 25.

Oh yes, I don't expect to get it in 10 days, but it hasn't even shipped yet. No contact from the seller, and I have contacted eBay and they said they contacted the seller and told them to send it. Seller's processing time says 10 days. It's been almost 12 now. And some feedback from other buyers have said the seller's done this before, but it's been a long time and I took a chance on it. Wish I could just get the money back at this point and buy from someone else, but I have to wait like two more weeks before I can even start that process. There should be some policy in place for things that take too long to ship.
