Trying to process a return for a customer

The buyer and I agreed to process a return. I had to issue a return then send a shipping label. The buyer says the never received the shipping label. If I try to send another, I will get charged again. When trying to get help through the ebay automated help site. It says the transaction is closed. ---Wait, I didn't get my item back.

what to do?
