Trying to determine if this is a scam or legit

I'm buying an item from a person who informs me they are in the military. Unfortunately they would not give me the ship from location. I don't need a physical address I just need a city state or country. I have not provided them with a ship too location. See the note below and tell me if this is customary or if this is actually a scam. See below:

 

***1st email from seller***

Right now I'm on a military base. I work for U.S. Army Medical Department and soon our unit will be sent back oversea to replace and help the troops scheduled to come home. I am only allowed to verify my email several time a day. We have to stick to e-mail for now. Hope you can understand. The trailer is already at our Military Logistic Department Army base ready to go. Like I already said, the delivery process will be managed by me. I think I can have it there at your home address within 2-3 working days. I am a member of the eBay buyer protection program and using this service you will get a 5 days testing period after delivery. During that 5 days testing period I will not be getting any money. I need to know if you are interested so I can ask eBay to send you the details on this deal. If interested please include in your next email your contact info for eBay (full name, shipping address and phone number), so we can move forward with this transaction.Looking forward to hear from you.

I have briefly described the eBay transaction steps below:
1. Buyer, seller reach an agreement (price and delivery conditions)
2. Buyer sends money to eBay.
3. eBay confirms to seller that the amount has been received.
4. Seller performs the required services (shipping-delivery).
5. Buyer accepts delivery and inform eBay about the acceptance.
6. eBay releases the money to seller. the money is going to eBay, into an non-interest bearing trust account and it's will be secured until you will receive and test the trailer. after this, all you have to do is informing eBay that you want to keep the trailer and ,only then eBay will release the funds to me. As you can see, you will receive the trailer (with all the papers including the clear title) BEFORE any money is released to me. You will get the chance to inspect and test drive it for 5 days while your money is still safely held in eBay's account. ONLY after you confirm to eBay that you agree with the trailer they will release the money to me.If, for some reason, you disagree with the trailer (I assure you that is NOT going to happen since my trailer is in IMMACULATE condition) it will be shipped back to me on MY EXPENSE and eBay will give you a full refund right away.
If you want to start the transaction with eBay just reply here your full name, delivery address and phone number then eBay will contact you by e-mail with an invoice and explain better the whole process.
