Before you consider sending it back to the seller, google instructions to install luggage rack on Gold Wing and see if what you find helps.  Lots of videos.  I think you're going to have to splice into the taillight/brakelight circuit.  If so, I'd recommend that you disconnect the battery before starting.

I have tryed google for the instructions but haven't found the right one for the rack I bought. I Don't know why the seller would not send out some instructions or tell the buyer where to find them on google.
