Tracking

I shipped an item on Dec 23rd, but it still hasn't reached the buyer. Tracking says 'moving through the system, arriving late'.

 

I can't get anyone but the chat at Ebay, and that's automated. The buyer is being...um, not nice, and wants a refund, but it shows it's on the way to her. 

 

Any ideas/assistance? And does the USPS now owe me a refund, since it was Priority Mail?
