If you are following package tracking, the typical stages are:

1) the seller created a label but is still in possession of the package.

2) the package was picked up or handed to the carrier (carrier has the package).

3) the package is in transit (there can be multiple transit scans as the package moves from place to place.

4) package delivered (either to customer or to lock box or by driver release).

If eBay is showing that the carrier has the package, and tracking shows there is no movement, then the package may be lost within the carrier system. In a situation like that, ask the seller to pursue it on their end.
