Why can a seller send an item untracked?  It seems risky to both the seller and the buyer.

It's only risky for the seller. 

The buyer always has ebays Money back guarantee if the item doesn't arrive.

Thanks for that-wish Ebay would agree. When I claimed it did not arrive Ebay responds with a "It is not covered by Ebays money back guarantee. I like your answer and hope Ebay will cover me for an item I paid for and did not receive.

What was the item?  I believe some categories are not covered by ebay's Money Back Guarantee, and I believe that information would be displayed on the listing.
