Haven't received items, when they say they've been delivered. Tracking number that was giving is not available thru post office.

If it was then the seller used eBay Standard Envelope for shipping.   This means that the tracking is ONLY read by the sorting equipment and will say delivered up to a few days before you actually receive it.

You can file a not received refund request or give it a bit more time to arrive.
