I ship all orders every single day. None of them are ever late.
But eBay is showing that my Tracking uploaded on time and validated is below 95%. I don't know what triggers validation, but I'm lost to see how I can effect it. All orders are taken to USPS Main Office every day at 4:20pm.
I'm unable to get eBay to investigate these any further.
Today I started doing some of my own digging and I see that there are 8 of these listed that are all of the same order #, same tracking number. All ordered at the same time. 8 items on a single order, yet I was docked 8 different incidents against "Tracking uploaded on time and validated". The were all sent in a single eBay Envelope - how to I get docked 8 times for this? :S
I'm not vain and don't care much about badges/awards, but if Top Rated helps increase sales ... this one snafoo got me on June 20 and it's teetering to effect me on July 20 also.
Does anyone know what triggers tracking to be validated?
Does anyone know a contact address for eBay so that I can send them some documentation?

@mostwantedcoins IMHO the eBay Standard Envelope system is not ready for prime time.

If you are using the ebay bulk printing to print your shipping labels, then you also need to print the SCAN sheet. Once the counter clerk clicks the SCAN sheet the tracking will say accepted. I think that is what triggers the validated on time.

@mostwantedcoins When you printed the shipping label did you use bulk labels to print? Select all items then select combine orders? That way it's ( should be) recorded correctly in the system.
I recommend contacting customer service on social media.

Scroll to the bottom of the screen, click "contact us" Drill down to the topic you need assistance with.
Then on the left hand side select chat with automated assistant. When the chat box pops up if live help is needed click "see more" then click "contact an agent". This bypasses the chat bot and you can either chat with or get a call back from a real person.
If you are using a cell phone turn off the spam filter or it may block the call back

To speed things up you can leave your registered account information in the PRIVATE message: Full name, address, phone number, email address, user ID, and a brief explanation of your problem.

I've spoke with eBay Reps a dozen times or more. They have to translate my problem into a message to another department. Then I get an email stating that my request is declined along with a bunch of reading material and links to even more reading material. :S
I don't think I use bulk labels/printing. I print each one as it comes in.
Though the 8 items counted against me for "Tracking uploaded on time and validated". That's a statistic that uses number of transactions. Each of the 8 items in this one transaction were counted against me - in my orders they all show under a single order #, and a single eBay Tracking number. They all went out in a single envelope and I even got feedback for fast delivery. 😉
I disagree with any of it being late, but if it has to be late it is only 1 transaction. Not 8.
Voice calls to eBay haven't helped. TBH, I'm not sure they're understanding what I'm telling them.
Since this is a 'defect' and/or performance-related, I go through all of the automated options and it takes me to a page where I can appeal defects. But, I don't have any defects and so there's no way to initiate contact there. Phone help hasn't helped either.
Was just thinking, maybe a simple email with some copy/paste that gets right to the point and shows all of the facts.

@mostwantedcoins FB agents are more experienced as it's a promotion to move to that dept. Hopefully, they will be able to understand the issue.

My local USPS says they do not scan the eBay envelope types, ever.
All of the transactions that eBay counted against "Tracking uploaded on time and validated" have been delivered and I even received feedback for FAST DELIVERY. Yet those transactions still show a status on my Orders page of "Purchase Shipping Label". They don't say "Shipped" or "Delivered".
Yet when I click on the "Purchase Shipping Label" it tells me clearly that I've already purchased the label.
Tracking information shows me purchasing the label, but nothing else. These items never get into processing, or in transit, etc. They seem to be stuck and forever not validated even though they were shipped on time and delivered fast.

If the envelope had a regular bar code and was shipped at package rate they are REQUIRED to scan the items in to the system. If your post office is not doing it's job then you need to contact your local head post master and find out why.
If you use eBay standard envelope for trading cards, coins and stamps those can only be scanned by the sorting equipment and it's hit and miss. It's not a regular bar code.
Even if this was scanned in if you didn't use bulk label printing to combine the order I said then it would only have a tracking number and delivery scan for one item.

All of my problems are with eBay Envelopes. All of my First Class packages are fine with eBay.
I am in a small community that does no scanning at all. Their mail is sent to one place 90 miles away during the week where it gets processed and sorted, and maybe scanned.
I understand what you are saying about combining orders - but my problems are all eBay Envelopes and the multiple items were all under a single order #.
I think you are right that it is hit and miss whether the eBay Envelopes are scanned - yet the ones that are "miss" are being held against me even though everything involved with those orders was expedient and timely. I could not have done anything quicker or differently.
I just think eBay performance algorithm doesn't work right on some eBay Envelope orders.

I think you are right. eBay Envelopes have some problems yet. I don't think there is an end-user solution. This one is up to eBay and USPS.
Unfortunately, eBay Reps on the phone seem to get it. They see the problem and they agree - it's not correct. But when they forward the problem to the defects people I get a reply that provides a lot of links to articles on how to become Top Rated - which is absolutely no help. They close the issue and then I have to start all over again.
Very frustrating.
