Tracking shows Delivered, buyer opened a service issue saying that they did not receive the item

I just refunded as it was a small loss for me. Do I have any other options in a case like this?

If tracking shows delivered to the zip code on the buyer's payment, you do not have to refund. You enter the tracking # into the not received claim, the claim will close in your favor.

Send the buyer a sympathetic note, explaining that they must go to their PO with the tracking # and ask them to look up the delivery.  The scanners have gps so they can see where it was delivered. If mis-delivered, the carrier should try to retrieve the item.  If stolen from the buyer's location, it is a matter for their home insurance and the local police.
