Has anyone received a tracking number from a seller but was sent to a different address, this was verified by calling the carrier. The first time I never did receive the item, the second time, it was received by a different carrier, very strange.

Yes, it is becoming a common scam. If you don't receive your item, contact the carrier again and ask them to send you in writing or by email that the tracking # was not addressed to or delivered to your address. You don't need to know where it was delivered - just that it was not to you.
Open a not received dispute - go to your purchase history - select 'I haven't received it' and follow the prompts.
After the case closes in the seller's favor, contact customer service and appeal with the document from the carrier.
