I bought a product and it never arrived. I filed a claim with UPS and they told me that the tracking number is from an "Amazon" purchase and that the recipient is someone else. I asked the seller for the correct information but they didn't respond. I filed a claim with Ebay and they told me that everything was fine and they closed the claim. Now I am without the product and have lost money. Where do I file a claim?

Ebay would not close your claim if seller did not have tracking showing delivery. So it would seem you let the claim expire without asking ebay to step in. If so open a claim with through the payment processor.

You will need documentation for ebay that your address was not associated with that tracking number to submit when you appeal the case.
