The seller only allows buyers to purchase 1 item every 10 days.

I keep getting this message when i try to check out.  I have contacted the seller and he said he has no restriction.  What can I do.  I have agreed to an offer the seller sent but I can't check out.

The default for sellers is to allow only 1 purchase every 10 days, but that can be changed.  Have the seller go to    https://www.ebay.com/uas/selling-pref     and change the default.
