The seller is a fraud. He sent the package to the wrong address and received the package back. I have not received a refund. I opened a case against the seller, provided evidence, but ebay closed the case in favor of the seller.
The icing on the cake - ebay removed my negative feedback about the seller.
This is absurd...

The bots see that tracking states DELIVERED so you will automatically lose an Item Not Received case.
Take the tracking down to the carrier and have them check their GPS coordinates to see exactly where the package was delivered. If not to your address, the carrier should try and retrieve the package. Then you upload a copy of that letterhead into an appeal, to get your money back.
