The seller claims that I cancelled an order which I certainly did NOT! There is no such communicatio

What to do if a seller lies and claims that I cancelled an order which I certainly did not do so. If I do not pay for an item that I won there is a strike against me . Is there any  such punishment for the seller? Can either eBay or PayPal tell the seller to sell the winning bidder?
