Your registration shows you are located in the USA.  If the seller is not located in the same country as you, s/he cannot send a return shipping label that would be good in your country.  Seller then has to send you enough funds to your Paypal account so you can purchase a return label.  If this is the case, go back to the case and click Ask ebay to step in.
