The problem is no one is able to contact a real representative on eBay on a simple issue not listed.

It is a dispute and I want to talk to a representative on eBay and not the seller.  I talk to the seller and he told me to contact eBay.  When I contact eBay, it automatically refer me back to the seller.  This went on three times.  
The item cost me $105.19.   It was ordered by mistake and was cancelled but I was still being charge for it and it was never delivered.  I have all the document.   The other item was the one I did ordered and it was delivered on time.  All I am asking is to get my $105.19 back.

Go to your Purchase History and locate the purchased item.  What is the last estimated delivery date?  You have up to 30 days past that date in order to file an Item Not Received case in ebay's Resolution Center, to get your money back.

If it is past the 30 day limit, you will need to log into Paypal's Resolution Center, and file an Item Not Received case there, as they allow up to 180 days from date of purchase to file, to get your money back.
