The item (personal computer) arrived incomplete and non-functional.

I ended up repairing it myself, but I would like to receive compensation from the seller for the repair costs and the missing parts from the order. The seller (despite being a large and established company) is ignoring my messages. There’s no way to contact eBay directly, as no contact options are available. Additionally, the return case has already been closed – and returning the item now is impractical, as I have already repaired it myself.

Buyers can only request a refund for an item they’re willing to return.  OR they can discuss a partial refund with the seller if the item needs repairs or missing parts … BEFORE they do any work on the item.

 

I’m afraid it’s too late to demand compensation after you’ve altered the condition of the item.  I’m sorry.

Once you started the repairs, the item is yours and you will not be compensated for the repair costs.

 

You should have gone through the Return Request process.

1) What about the incomplete arrived order? There's no keyboard, no cables. But it was in description of PC.

2) What about the mistakenly installed power supply?
These points is 100% false advertising, and by law, it's punishable and subject to fines. It seems like I'll have to start a legal case and create a petition on Change.org. Perhaps others like me will join, and we can file a class action lawsuit. Not bad either. We won't settle for less than a couple of million dollars!

As stated, once you decided to start the repairs, you took full possession of the item.

Why didn't you file a Return Request for a full refund due to the item being not as described?

 

Sorry, but this is on you for not immediately taking steps to receive full compensation by returning the item at the seller's expense. Your "legal case" would have no merit since you took full possession of the item and altered it from the state it was in when you received it. How would you prove that the item was not as described since you made the repairs?
