What are the estimated delivery dates on the listing? Is there tracking? What does it say? If item has not arrived after the last estimated delivery date and tracking does not show Delivered, you can open a Refund Request.
On your Purchase history click on More. Choose I did not receive the item. Follow the prompts and instructions. eBay will tell you when you can ask eBay to step in if the seller does not respond.
Is there tracking? If it is still in transit and not several days late, you need to wait for item.
