IMO, negative feedback is used unfairly by buyers and I for one would like to see this feed back policy amended to or changed. Negative feed back should only be allowed if the seller refuses to remedy the situation the buyer has with a product or service. Most sellers, not all, have some sort of guarantee, Free returns, etc. The buyer should always notify the seller of their concerns first. If the seller then refuses to resolve the situation or refuses to refund the buyer then and only then should negative feed back be used.
The seller too, should carefully consider using negative feed back. If the buyer fails to pay or cancels a bid, it's far better to leave no feedback and place the buyer in the Blocked Buyers List and move on. The buyer would then never be allowed to buy from the seller once on the list.
Here's an example. The buyer buys a part to fix or enhance a piece of equipment. The buyer receives the part and installs it and the unit being fixed does work or work properly. The buyer immediately assumes that the part is defective instead of considering that there may be other issues with the piece of equipment (further troubleshooting required) they are trying to fix. The seller is then blamed for a defective part and negative feed back is left by the buyer.
I believe the buyer should:
1) contact the seller for solutions or
2) Return the item for replacement or request a refund.
If the seller refuses, then negative feed back can be assigned.
The above is just my opinion.

Sellers are not permitted to leave negative feedback for a buyer and have not been able to for 14 years.
The best way to handle a negative for a seller is to make the response short and sweet instead of coming across as defensive or scolding. Maybe something similar to, I'm sorry you're not pleased with your purchase. Please start a return so I can resolve this for you.
Once you resolve the problem to the customer's satisfaction while wearing your best customer service hat, they will very often agree to a feedback revision.
