Hello ..I live in florida and bought 2 items. One from Washington state and the other from west Virginia.  Iam being charged tax on those items...is this correct?

Yes. Effective 7/1/21, Florida started charging their residents a tax on out of state purchases.

Yes.  Your state has passed legislation that authorizes them to charge you sales tax on your eBay purchases.  eBay collects that tax on behalf of your state and remits it to them.
