The US does not use a VAT, individual states have sales tax instead.
To avoid paying sales tax on your purchases you would need to make your eBay account exempt from sales tax collection for items you order and have delivered to your state by providing required documentation to eBay in advance of your purchase.

That would affect all purchases made using your account going forward. So if you have some non-exempt purchases that would be subject to tax, you would need a second account for those purchases or you would have to make those purchases as a guest.
