Sure Post item being returned by UPS

I sold an item and Ebay took my money and generated a Sure Post label. I wanted to use  UPS ground but the customer address was a PO box. Now I find out (today) that the item is not being delivered to my customer but is being returned to me.

Talked to agent at UPS and was told they now do not deliver to a PO?????  This must have just changed.

Is Ebay going to refund what I paid for shipping.

UPS has never delivered to a P.O. Box.  They only deliver to a physical street address.  Perhaps that is why ebay used UPS SurePost, because the last mile is done by USPS.  You need to contact the buyer for a physical street address if you want to use UPS for shipping.  If you want to ship to the P.O. box, then ask the buyer for reshipping money.  If the buyer does not wish to pay to reship, you can refund item price only.
