Subscription setup/payment issue

I'm trying to sign up for a subscription to open a store. I keep getting a red banner above the store plan options page that reads, "You do not have a valid payment method on file. Please add a valid payment method before choosing your subscription. Add Payment Method"

I have valid payment methods; I've deleted them and reuploaded, to no avail. All of my information is correct and up to date. 

Anyone else have this issue? How do I correct it? Thanks in advance for help.

As a new seller you number of listings will be limited. 

At this time there is no reason to open a store.

I agree with @rock.star , you have nothing for sale and a Store subscription does not increase your Selling limits.

If you have not sold anything yet and have gone through the set up for Selling then perhaps you need to speak to eBay:
