I want to make sure I am understanding the policies correctly and would appreciate your feedback!
I have a store on Etsy selling digital downloads. I accept returns and since things are going well on Etsy, I decided I wanted to expand to eBay if possible. (Link to my etsy store: https://www.etsy.com/shop/NonprofitFundraising)
I am new to eBay, so I do not meet the requirement to sell digital downloads, "Seller has an established history of active selling for at least 90 days, with 100 or more transactions and $1,000 or more in sales in the last 12 months"
Can I build out my shop, first selling as classified and when I meet the sales requirements with positive reviews, start selling as "buy it now?"
Can I have the digital product built into the listing so when a buyer purchases it, they automatically receive the digital product?

You definitely have to start by listing as classified ads.
Here is the full policy for digitally delivered items, including requirements to be pre-approved to list outside of the 'everything else' category.-
I don't see the '90 days', etc - where did you see that?
BTW - shops, or stores as the are called here, require a subscription. It is generally not a worthwhile expense until it will save you money on listing or final value fees. So you just list under your ID.

Thank you! I don't see my type of item listed, but have found other listings and am replicating them.
I am trying to find where I can have an email or message automatically send to buyers after they purchase - one that is tailored specifically for the item they buy.

Your listing is not set up correctly. You can not list a digital item in software. You must list digital items under 'everything else'. Your listing is going to be taken down - starting with a policy violation is not a good thing. Please read the link I sent you.
You can not set up an automated custom email to buyers. eBay only sends standard messages.
