I recently gave a negative feedback review to a seller from out of the U.S. because the item never arrived and there was never any tracking information provided other than that, the seller had went to the post office in China. I was provided a refund on the uncompleted transaction. I did not think that, the seller deserved a top review so indicated a negative experience. I explained exactly what had transpired, including the refund and left the opinions to the readers. I did not give the seller any star rating because I did no know how to rate a transaction where the item was either never sent or got lost in shipping. ( The seller never indicated that the item was returned to him by the post office) The seller has asked me to revise my feedback to give him a better review. I don't mind doing that if I understood the star rating system better. Does any one know what the number of stars indicates exactly or what review this seller should deserve? Thanks for any responses!!!

You cannot revise the detailed seller ratings (star ratings), but you can revise the feedback you left. If the seller took care of your problem to your satisfaction and everything is said and done, you can ask him to send you a feedback revision request. Don't do this though as a condition to get action from the seller.
You can leave feedback without leaving the detailed seller ratings. One star is the lowest rating; five stars is the highest rating. There are four categories of ratings, but not all four categories are always available to rate.

Thank you for the quick response to my inquiry and the helpful information. I really don't know how I should rate the transaction since I never got the item (DVD) but was refunded. I have purchased four items from sellers based in Asian countries, three through e-bay and a paint sprayer through amazon and have never received any of the items. Live and learn! I had reservations about buying from out of country sellers and I guess for good reason. I don't know how to review the sellers because I can't prove they never intended to send the items. I don't know what they would gain if they eventually gave a refund. I kind of suspected that, the auction sale prices were lower than they expected and they decided to not send the items so they could re-list them and hope for a better outcome. I won't be buying from out of country sellers in the future. I have also had problems with sellers sending me the wrong item and when I sent the item back, at my expense, they ghosted me and never tried to send the right item back or offer to pay the return shipping. Another learning experience. Well, thanks again for being there with the information I needed. I will decide what to do about the request and go on to the next world ending issue. I will stick with the few, good sellers I have dealt with or quit buying on the site all together. Have a great day!!!!!

There are so many good sellers on eBay (though not the ones located in China for the most part unfortunately). I'm sorry you have run into those that aren't.
If you ever receive an item that is not as described, you should open a return using that reason. The sellers will be required to pay for return shipping if they want the item back - otherwise they can just refund. If they don't, you can go back to the case and ask eBay to step in. They will force the refund.

Thank you, for the response and your advice! I really like E-bay but, there are a few things that could be changed to better the platform. I have made suggestions to them but, I don't know if they will make the changes or add any options that would help. Hope so!
