I recently made a sale And I shipped everything on time. However i'm told that the shipment is running late. Is there anything I can do For the buyer Other than a refund because honestly I can't control usps.

Just wait ... if the Buyer files a claim (that they have not received the item) one day after the original delivery date you have 4 days to upload the valid tracking number to the claim. If there is movement you are protected. On day 4 of the claim you can contact eBay and ask for an extension, they will add UP to 4 days if your account is in good standing.
Don't panic and refund, give the system a chance to work. You can always file a missing mail piece claim with USPS if tracking suddenly stops ...

Let the buyer know that you are sorry that their package has been delayed, but this sometimes happens due to a misrouting, weather issues, shipping hub issues, etc.). That's why the buyer are shown an "estimated delivery date" (not a promised delivery date).
If the buyer opens an item not received case, post the tracking and indicate in the comments that the package is delayed.
You can then contact eBay and have the agent review the tracking with you. They will likely put a hold on the case to give more time for the package to arrive.
At the link below, you can request a call back from eBay by clicking Have us call you on the left side of the page. If you don't see that option, click Chat with our automated assistant. Then type "agent" at the bottom in the chat box. You'll see an option to request a call back there.
