This is how it works. They pay you for shipping, you buy the label for the package.
The money they paid for the shipping hopefully will cover your shipping cost, providing you had your package weighed and measured correctly in the listing. Otherwise you will either:
- Over charge the buyer for shipping. (please note, the system usually defaults to charging the buyer a Retail rate, while giving you a discounted rate)
- Under charge the buyer which means you will pay the difference.
But all shipping is paid for by the seller in every sale. Whether you charge the buyer or not.
You just need to make sure you factor in any costs with selling items on eBay. Including shipping, packaging materials, etc., along with eBay fees.
If you want to get say 20 bucks out of an item, you need to sell it for much more in order to get 20 bucks.
Here are a couple of recent examples of price breakdown from my own sales:

Hi @erwil_8649
You have to purchase the shipping label and stick it on the package … since you are shipping the package.
You’ll be reimbursed with the buyer’s money (after eBay takes its fees).
