How do I go about shipping?  The buyer has paid for the item that includes shipping cost that is $20.00 less than what it will cost to ship by USPS. If we ship UPS ground it will cost us closer to what the buyer has paid to ship.  Can we ship UPS or do we have to ship USPS? eBay doesn't seem to give us any other choice than USPS.

Check with the buyer before you change carriers.  Some buyers have strong feelings about how an item is shipped.

If OK with the buyer you can change it.

You listed with parcel select - you can't print a parcel select label on eBay, so you are probably seeing the cost to ship priority.  Before changing the carrier, check out the parcel price buying a label through paypal.  The cost should be what your buyer was charged, assuming you're not changing the dimensions or weight.
