Shipping to state seller will but ebay says they wont

Spoke to seller,  legal to ship and seller willing.  When trying to pay get a message says seller won't send to state I'm in.  Spoke to seller, said they would.  How to change settings to allow payment and ship I'm assuming on his end?

Usually when this happens it means there is an error in the shipping details entered by the seller. Is it a large item? Often sellers enter dimensions to large to ship as a regular package.
