The seller needs to send the purchased item to the address attached to the payment. That address is displayed when the buyer goes to ebay Checkout. There is a small CHANGE option just below that address. The buyer should have clicked it and made the change there.
What you can do is Cancel the transaction for Problem with buyer's address. Then relist the item. Buyer repurchases and this time makes sure the SHIP TO address is correct. Then you can send to the ship to address, and retain your seller protection.
