Shipping to Taiwan

I have a customer asking how much is shipping for an order listed as free shipping. They’re asking for shipping to Taiwan. I’m not sure how that works? I don’t know if that counts as part of EBay’s new international shipping plan? If someone from Taiwan orders what do they see as a free shipping order?

Most of the free shipping items you have listed only ship to the USA.  I did find one listing with free shipping to the USA, but when I selected Taiwan, there was a shipping charge displayed.
