I listed an item to sell with free shipping. I received an offer back (lower than my posted price) that says the purchaser's offer plus shipping. Does this mean the purchaser wants to pay for the shipping?

Offers are about the item price only!
The shipping costs are what is shown in the listing, in your case free shipping, this cannot be changed.

Best offer is for the item price only and does not include the shipping in the total. Any shipping that is on the listing is still charged to the buyer. In your case with free shipping, $0 is added to the offer price. If you had set up a separate shipping amount in the listing then that amount would be added to the offer price the buyer pays.
