Shipping label charge raised 2 weeks after purchasing shipping label

I shipped something small internationally using eBay international standard delivery. It was supposed to cost $12 and that is what I paid when I purchased the shipping label and sent out the package. 2 weeks later, I was charged $25 for the shipping label. What’s going on?
