Shipping issue

Hello

i I have seller that purchased an item but when he tries to pay he receives a message that seller does not ship to Illinois. He is not able to pay because of this issue. I have tried to cancel and revise listing but am not able to

did not specify shipping, therefore the buyer cannot pay.  What you need to do is go to   Seller Hub > Orders > Awaiting payment

Locate the item.  Click the down-arrow, and select Send Invoice.  Enter the shipping information and submit.  Buyer should now be able to pay.
