It could be one of a few things. The most usual reason is something in the shipping section of the listing is not completed correctly and is blocking the calculation of the shipping charge. Double check you shipping section to see if anything may be missing or incorrect. A more uncommon reason is that the State has a prohibition of the item being sold to a citizen of the State. You do not say what the item is so it is hard to say if this is the case.
